Minutes for WAP Meeting

Minutes from the Board meeting on the 19th May were reviewed and agreed with no amendments.
Matters arising:
Project 2 Confidence Building Course. Funding bid to be submitted to Norfolk Community Foundation for the September panel. |

- WAP 6 monthly review meeting with North Norfolk Community Partnership on 10th September
The board were asked to come up with challenges and aspirations for the area.
Aspirations:
- Maltings redevelopment project
- The Harbour Commissioners aspire to keep Wells as a working port and for there to be community benefits from companies using the port for wind farms
- Working with other organisations to deliver the projects outlined ‘Wells for the Future’
Challenges:
- People who don’t want to see any changes in the area
- The economy being dependent on tourism
- Demographics – elderly population
- Transport and access to services

- Community Chest Fund 2009/2010
NNCP have made £2000 available to each of the 7 LAP’s for this years community chest fund. There will be a maximum of £250 available per organisation over a 24 month period.
The board agreed to the following time line:
Quay article to go out in the September issue,
Applications to be in by 31st October,
Board to look at the applications at the November Board meeting, prior to this Kate will have assessed application forms and written brief synopsis to be viewed by the board prior to the meeting.
Decision and money allocated by beginning December.

- Walsingham Youth Project – funding / Budget Review
The funding for the Walsingham Youth Project is due to run out in September. Peter Rainsford reported that there is funding in the budget to keep the project running until the end of March 2010 in case WAP was unable to secure alternative funding. However, the money would have to be reallocated from the housing project budget. This was possible due to lack of uptake from other groups for WAP to assist with the set up of other Housing Societies. The board agreed to reallocate money from the housing budget to fund Walsingham Youth Project until the end of March 2010.
Whilst reviewing the WAP budget Peter identified an under spend of core funding for 2008/09 of £12000. The board were asked to consider other possible projects that WAP could deliver if NNCP allowed this under spend to be re absorbed into the WAP project budget. Suggestions for projects included:
- Westfield Playing Field
- A social enterprise to own a wind turbine
- Training, qualifications and apprenticeships for young people
- Drumming workshops
- Tourism and economic impact surveys (as part of investment in Wells For the Future)
- Maritime History (as part of Maltings development)
- Confidence building courses in partnership with Wells Community Hospital
- Debt management / financial inclusion project
- Managing and expanding credit union

Kate presented the project update. The following comments were made in addition to the report.
Environment – Allotment stall now running from Whin Hill Cider. There has not been enough produce to satisfy the demand and as a result the stall would welcome surplus produce from private gardens as well.
Wells Area Community Bank is now open but would like some help promoting it to potential new volunteers. The Board recommended that a Quay article be written with specific information about skills to be included. Chris Rose felt that this was the best way to attract the right kind of volunteers. It was also suggested that an existing volunteer might be willing to write an article about their experiences as a volunteer. |
An article to go into the Quay by the environment forum welcoming any extra produce.

Maltings Redevelopment Project:
Pete Lynn updated the group on the project’s progress so far. They are now at the stage of looking at a feasibility study. A draft brief will be presented at a public meeting in September.
Children’s Centre:
Helen Millward reported that the children’s centre now has a Nursery Nurse working with Health Visitors, children and Family Workers on child protection issues. The children’s centre held a consultation with fathers and as a result held a well attended gardening day to provide a better outside space for the children. They are also hoping to have a float in the carnival and take part in the raft race. Future plans include family workers based in Burnham Market and Hindringham, adult education courses in numeracy and literacy. They are also looking into developing antenatal facilities, funding respite care for families and continuing to develop the sensory room with Wells Community Hospital.
Hospital:
Peter Rainsford reported that the hospital has solved the problem with transport to the hospital by redirecting the bus from Fakenham to come past the hospital on an hourly circuit of Wells which will also connect with the Coasthopper bus. Wells Community Hospital has been identified as the best place for an NHS dentist and there are plans for dentistry to start in January. The submission for hospital beds will be entered in November and a garden opera of The Barber of Seville is being held at Warborough House in Stiffkey on 31st July to raise money for the hospital. |

Both Kate and Fi have officially handed their notices in. This means Fi will not be returning to her post and Kate will be starting her maternity leave on the 16th of October. The recruitment process for a new co-ordinator is under way. Interviews to take place on 13th August. The interview panel will consist of Joyce Trett, Pete Lynn and Cheryl Crawford. Kate will be available to assist with administration. The Board agreed that they would like to invite Fi to the September board meeting to acknowledge her commitment and time to WAP.
